Abstract :
As part of ongoing research on command decision making in C3I environments the Defence Science and Technology Organisation (DSTO) is investigating the theory and practise of command decision making, and organisational change at the strategic and operational levels. The methods used include observational studies, and analyses of the usage, and usability testing of prototype command support systems. The task covers a range of human, organisational and technological factors that impact on the ADF command and control decision making process. This involves; an analysis and observations of ADF, ADO, allied and coalition exercises and live planning and/or command decision making events; assessing the organisational impacts of the introduction of new human and technological systems into the ADF´s C3I joint organisation with the aim of allowing planned change management; analysing organisational issues which impact on the command decision making process, identifying theories of human, communal, social and cognitive activity and apply these to command decision making and organisational change processes; investigating use of collaborative techniques to assist command decision making and organisational change processes; modeling organisational requirements utilising research on behaviour change; and software research on virtual systems composed of other systems and components that are rapidly prototyped and customised to the needs of the organisation
