After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In a market economy system, the university´s school system had changed, but the accompanying financial management of colleges and universities, because there is no change to adapt to the new, and there have been many problems. University´s financial management concepts and mechanisms are urgently needed innovation. This article from the current financial crisis facing the university starting from the concept of financial management and financial management mechanism innovation and innovation performed a detailed discussion, the best solution given in detail.
