Evaluation of enterprise R&D internationalization

With the continuous development of enterprise R&D internationalization in our country, how to conduct an effective evaluation has a significant meaning and and it is also a necessity for the development of enterprise R&D itself. The paper established the evaluation index system of enterprise R&D internationalization from internationalization of R&D capital, organization, activity and output. Taking the shortcoming of impossible to horizontal comparation using traditional Scatter-Degree approach into consideration, the paper built improved Scatter-Degree approach and used it to evaluate the level of enterprise R&D internationalization both horizontally and longitudinally. At the end of the paper, We proposed suggestions aiming at improving the level of enterprise R&D internationalization in our country.
