Abstract
Ontario market system created more stringent requirement on state estimator that support not only the traditional EMS operation but also the real time and pre-dispatch market operations. This paper describes the key requirements for a state estimator in the market environment, functional enhancements implemented to achieve 99.6% availability, and operational experience with the state estimator software
