Abstract :
Load-frequency control has traditionally included only real-time requirements. With the restructuring of electric markets, load-frequency control requirements should be expanded to include the planning functions necessary to insure the resources needed for LFC implementation are within the functional requirements. A straw-man is offered to begin the expansion of this important operations planning process
