Abstract :
Transmission plays a critical role in competitive electricity markets as the underlying infrastructure which enables the robust functioning of such markets. Comprehensive regional planning for both reliability and economic purposes is necessary to ensure that cost-effective, regulated transmission is built should market projects not come forward in a timely manner to avoid prolonged, high costs for customers. Cost allocation and recovery mechanisms that recognize the broad benefits of transmission investment should accompany comprehensive planning processes to ensure that uncertainty about cost recovery does not inhibit investment. The role of the new Electric Reliability Organization and mandatory reliability rules and the FERC Notice of Proposed Rulemaking on incentives for transmission investment will affect the environment for transmission investment as well. This presentation/session provides an overarching framework for thinking about these issues
