Abstract
The development of simulation models is delayed when required data are unavailable. This paper presents an approach to developing fully functioning models without complete data. The final analysis of the model requires the acquisition of the data in most cases; however, the model development without data can shorten projects by an order of magnitude. A practical application of this approach is employed to demonstrate the concept
