  • Abstract
    It is concluded that IEEE membership can help to bring Russian students, scholars, scientists as well as universities, research institutes, companies and other organizations into worldwide R&D activity and thus to benefit from the results of international co-operation. The personal interest of the students, engineers and scientists in receiving the most up to date information and in passing on the fruits of their own investigations to others are the main stimuli for creation in general and scientific creation in particular. Only development of a network of small professional groups of engineers, scientists, managers and students will guarantee investment into R&D activity in Russia. If this network is established and maintained for as long as possible, then the National Program of Scientific Services in Russia has an excellent chance of being successful
