Abstract
The paper describes the installation of the world´s first Interphase Power Controller (IPC) at the New York Power Authority Plattsburgh substation, on the 115 kV tie that interconnects the NYPA and VELCO systems. The objective of converting the existing phase-shifting transformers (PST) into an IPC is to raise the pre-contingency summer transfer capability that was constrained by the PST rating, to winter transfer levels, which are normally voltage limited
