Abstract
Information systems project especially web systems project has characteristics such as dynamic change and risks in the process of development. The development process is required to be evaluated for decision-making and the risks need to be mitigated. However, many information systems development ignored the importance of corporationpsilas long-oriented strategy. To balance the relationship between long-oriented strategy and short time dynamic risks, the risks should be managed from the strategic perspective. In this paper, a model for evaluating and mitigating information systems project risk based on balanced score card (BSC) is built. Risks in the systems development process are identified and evaluated through BSC. Risk mitigation strategies are also put forward to transform the risk into strategic execution. We also applied this model in a real corporation. The result shows that the BSC tool can effectively evaluate and control IS development risks while satisfy the strategic target in the corporation.
