Abstract :
In order to solve the problem of collaborative relationship between entities in the management mode of organization coordination network (OCN) of major scientific and technological project (MSTP) based on authority links, we use systems engineering integrated, project management and calculation organization theory. We do the quantitative measurement of network and depict the corresponding mode view, and we also provide the measurement procedures of the relationship of OCN, which includes task analysis, the formation of the network organization model and the determination of the constraint parameter. The effective process is established to carry out tasks and design the relational model matched with the process. Finally, the allocation relationship of scientific and technological resources and the leader´ control of technological resources is built up, together with the alleged co-leader relationships, thus we finish the measurement of the relationship of OCN of MSTP based on authority links.
