Abstract
Before World War I, commentators writing about transportation accidents tended to blame the workmen and demand punishment after accidents. After that time, the emphasis switched to mechanical failure, the old ideal of the "perfectibility of man" having gone with the war. Today, we need to look at both human and mechanical failure.
