Abstract
A new propagation model has been developed in which the discrete chaff cloud is replaced by an equivalent conducting continuum. This model has been shown to provide results that compare well with numerical computations for clouds consisting of small numbers of dipoles to which the numerical method may be practically applied. The equivalent conducting continuum model is used in this paper to provide radar cross section (RCS) results for thick clouds. With the aid of this model, it is shown that the wave attenuation through the chaff can be simply expressed in closed form for most cases of interest
