Abstract
A hybrid video codec employing temporal subband coding, motion compensated discrete cosine transform (DCT) and vector quantization (VQ) is proposed. The lowest subband with similar characteristics to the original images uses H.261/263-type encoding. On the other hand, the higher subband signals contain temporal changes and edge information. Various encoding methods are explored and subsampling with VQ is found to provide good performance with low bit rate
