Abstract
Design a system development program based on open source WebGIS which is high-efficiency and low-cost. Develop Shanghai urban disaster information system as an example. The core of system which uses PostgreSQL as database is MapServer. The functions of system includes Web information publish, store and manage spatial data, provide map server, appease subsequent access by Multi-user, thematic mapping, query and statistics, spatial analysis and modeling, decision support, mapping output and so on.
