Abstract
The dispersion laws (spectral characteristics) considering Morse critical points (MCP) are developed from a rigorous solution of the homogeneous boundary value problem of a laterally inhomogeneous dielectric layer. Knowledge of the anomalies of the spectra near the MCP, feasibility of their analytical treatment by the both direct numerical analytical method and an alternative approach based on experimental results, and dispersion equations of the free oscillations provide the basis on which the local equations of the space-time evolution of the layer field are furnished near the MCP of irregular dispersion
