Abstract
This paper considers potential use of the 4 to 5 GHz bands for broadband mobile wireless access (MWA) including IMT-Advanced. It is discussed why these bands are advantageous for this application, how the spectrum refarming could be conducted and how to technically establish feasibility of high-capacity MWA. Subjects for future studies such as compatibility with existing systems are also considered
