Abstract :
A VBR (variable bit rate) video coding and multiplexing algorithm for DSM (digital storage media) application is described in the MPEG compliant manner. The BFOS (Breiman, Friedman, Olshen and Stone) algorithm is used for optimal bit allocation and VBR encoding under this bit allocation is introduced. Our VBR encoding provides more consistent picture quality in the MSE sense and better worst-case subjective-quality
