Abstract :
This paper analyses the primary problems which have existed in urban evacuation, after researching the status of urban evacuation home and abroad, discusses the key technology of evacuation. This paper designs a frame of urban evacuation based on GIS and Intelligent Traffic Technology, with dynamic optimization theory as its foundation. This frame includes several modules as following: electronic map operating module, GIS spatial analysis module, GIS visualization module, command and communication module, evacuation scheme forming module, dynamic traffic flow information catching in real time module, evacuation information distributing module. With the help of Intelligent Traffic Technology, the decision-maker gets the dynamic traffic flow information of evacuation area in real time, modulates the evacuation scheme in real time. Achieving the aim that the shortest evacuate time, the most evacuate people, the highest evacuation safety.
