Abstract
A hybrid image compression scheme which combines the resolution advantage of fractal image compression and the computational simplicity of motion vector compensation method, is presented. The optimum block sizes and quantization are determined and performance factors are evaluated by experimenting with typical video conference image sequences. The scheme can provide a compression ratio up to 70 with such images while retaining excellent picture quality
