Abstract
Under the background of overall urban and rural development plan, this article, taking Nanjing as an example, reviews the urban and rural transport system reform and analyses the existing problems and the block dragging continue reform. On this basis, this article references other cities´ advanced transportation administration system experience and offers a strategic program of the integrated urban and rural transportation administration reform model, detailing countermeasures from such eight aspects as transport policy, organization, planning, construction, operation, service, tax fee, information, The results of this study not only contribute to the advancement of urban and rural integrated transportation system, but also may serve as countermeasures reference for urban transportation managers to grasp the Big Department System Reform.
