Abstract :
Two basic approaches to cognitive radio systems are discussed. One is based on passive observations of spectrum use and the other requires cooperation of other spectrum users. The two approaches are compared from the technical and policy viewpoints and suggestions are made for testing them in a future spectrum testbed.
