Abstract :
With the developing of informatization technology, the demand for various types of software, which used to support the informatization, is increasing. In order to solve the development problem of software outsourcing in China, SWOT method was used to analyze the situation of software service outsourcing industry in China and the strategies were proposed. The strength includes stable political environment, dominant position of regional location, government support, infrastructure improvement and others. Imperfection of data security regulations, fewer large outsourcing providers, higher total outsourcing cost, lack of project managers and other senior personnel, the scarcity of the large international customer are the weakness. International economic integration, higher international demand for software, which represented by Japan and South Korea, more and more R & D institutions are established by international companies in China, all these are the opportunities. Increased international competition in software services outsourcing and the unsuccessful software assess are the threats. After SWOT analysis, the development suggestions and policy are proposed. These recommendations can be reference for software service outsourcing enterprises.
