After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Service economy acts an important role in new industry and introducing service economy into public service domain helps enhance scientific service and accelerate self-innovation. Based on this conception, this paper illustrates feasible and concrete measures to promote the upgrading of public technical innovation through improving Shanghai new energy vehicles innovation service platform.
