After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Villagers direct evaluation mechanism, which has aroused wide concern from the date of its birth, is a new measure of grassroots democratic supervision; villagers direct evaluation mechanism has changed the traditional rural management framework to a certain extent. On decision-making and management of rural public affairs, especially on land expropriation, villagers direct evaluation mechanism has positive significance, and provides a system to protect the interests of rural collective.
