Abstract
Studies have been undertaken of the initiation and growth of partial discharges using electro-optical as well as more conventional techniques. Based on these experimental observations a qualitative model is developed to account for these observations obtained in condensed matter under pulsed electrical stresses. This model should be equally applicable to liquids and organic solids such as polymers. The relationship between streamer growth and partial discharges is also discussed
