Abstract :
A program/project baseline is a reference configuration from which to identify and to control change. A complete baseline is explicit and specific and covers the program/project technical aspects, cost, schedule and risks. The set of documents that report a specific product technical baseline at Ball Aerospace & Technologies Corp. are referred to as the Systems Engineering Data Book (SEDB). The SEDB is a set of living documents, kept in electronic format and driven by segment owners, that matures as the program/project progresses towards final delivery. Due to the way various aspects of a product mature, not all sections of the SEDB are expected to be at the same level of maturity at the same time. A properly maintained SEDB forms the technical basis for program/project reviews for the various components of a product and serves as a communication tool within the team as the product matures.
