Abstract
Performance management is facing dramatic changes due to a variety of factors such as economic pressure, limited resources, shrinking budgets, as well as new governmental regulations. In order to cope with the changing nature of this environment, it is important to introduce professional management and performance tools into strategy/performance management system. In order to balance many indicators in a performance measurement system, we have developed a Balanced Scorecard information system prototype -- BSCMS for organization strategy evaluation. Balanced Scorecard is defined as being a "frame that helps the organizations to transpose the strategy into operational objectives, in order to direct both the organization performance and behavior". In this paper, the basic concepts of the Balanced Scorecard method are presented at first, then the strategic object of an enterprise / department are analyzed, with strategy decompose transmit BSC into measurement object and activities. BSCMS choose BSC approach as the template, and focus on organizations\´ performance evaluation, enterprise performance monitoring, performance management and strategy improvement. System developed with .NET and running on Windows, the system can be used to develop Business Intelligence strategy solutions for the organizations that use Balanced Scorecard management.
