Abstract
Deals primarily with two aspects-first, the rights and duties of a utility to `break up the street´ and place telecommunication apparatus in the public highway especially the changes which will result from a recent review by a government-instituted enquiry into these rights and duties; and second, the potential competition for space and risk of damage to apparatus in the use of underground space and how such problems can be minimised. In recent years there has been an increasing amount of attention focussed on the effects of utility street works by national and local government, environmental and other pressure groups as well as the media
