Practical implementation of IEC publications 1000-3-6 and 1000-3-7. Experiences in Belgium

In the first part of the paper, the harmonics and flicker measurement principles are recalled and the voltage quality assessment methods are described with relation to planning levels, as introduced in IEC publications 1000-3-6 and 1000-3-7. Practical results of such measurements performed in the Belgian networks are given, both for HV and MV level. The second part of the paper is devoted to the complementary problematic of measuring the actual harmonic or flicker emission levels from particular industrial disturbing loads.
