After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Based on the analyzing of the present situation of Wuhan cities circle´s human resources, in aspects of total, distribution and cultivation of talents, this article discovers four problems in nine cities´ talent resource: the general quality of talents is not high, talents are unevenly distributed among the regions, talents are deposited in stated-owned enterprise badly; the brain drain is serious. Then, according to the idea of talent integration, it proposes suggestions from three aspects: As Wuhan city the central city, gives full radial play and driving force to eight cities; realize the integration of nine cities´ talent market, planning and policy; change the idea of talents resources development and management, keep and attract talents.
