IBC services functionalities

Illustrates a new and powerful approach for the introduction of integrated broadband communications (IBC), by defining services and the relevant network capabilities in a modular fashion. The key notes are first to build `flexibility´ into service provision, by defining the individual components that may be mixed and matched by users in support of their specific requirements. Secondly to decouple the definition of network functions from technology and allocation scenarios. The paradigms of the intelligent network concept are adopted.
