Abstract
Before any new broadband service networks can be used, a new local network must be put in place, either as an overlay to a restricted number of users of the new services, or as a comprehensive replacement of the old access system to provide all users with broadband services. The author discusses the factors which influence the way in which a broadband access can be put in place and identifies the evolutionary path which is likely to be undertaken thereafter
