Abstract
The protocols for certifying new technology has not kept pace with its development. The programmatic and technical issues surrounding the certification and approval of advanced display was reviewed based on interviews with Government certification personnel, industry engineers, and researchers. A set of issues adversely affecting the approval of the next-generation of cockpit displays was prepared. These can be divided into programmatic issues, generic technical issues, and technical issues specific to individual programs. A set of the most significant issues was identified. A strawman test and evaluation protocol for civil certification of advanced displays is presented. Recommended research to address enhanced vision development and pathway-in-the-sky (PITS) issues is also presented. Eighteen specific recommendations are made to address display certification issues.
