After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Product innovation helps enterprises to win the initiative in the increasingly fierce economic competition, they will select different innovation tactics when enterprises facing different conditions. What enterprises input in the early stage of innovation will probably turn into sunk cost, which will make a great difference on the innovation tactics of enterprise product.
