The development of regional economy lies in the construction of environmental network, which is suitable for the development of regional innovation system, and coordination and cooperation with the essential factors. Based on the analysis of the internal relations between industrial cluster and regional innovation system, this paper puts forward a new structure pattern of regional innovation system on account of innovation behavior subject, whose main idea is that the functional elements of innovation network reflect the function of innovative behavior subjects, including concept innovation, institutional innovation, technical innovation and management innovation.
