After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The 21st century is the new economic era of information and knowledge. This paper firstly introduces the significance of constructing a feasible innovation and enterprise education system for building an innovative country in China. It then carries on detailed analysis and commentary about the studies of innovation and enterprise education system made by scholars at home and abroad. Finally it constructs a frame of innovation and enterprise education system for research oriented institutes from horizontal structure and vertical structure.
