Abstract
The author briefly discusses the social economic and administrative problems specific to rural areas. Telecommunications in rural areas can be seen as part of the problem or part of the solution. These two viewpoints are briefly discussed. The author discusses the role of satellite communications in rural areas for fixed, mobile and broadcast services. The fixed services include telephony and teleports. Developments in rural communications by the European Community are mentioned and future directions briefly discussed
