Abstract
This paper is about a framework that would promote distance education in the Philippines. Its focus is on the development of reading comprehension among primary elementary school age Filipinos in the remote barrios where access to free education is not available. Modern technology such as mobile or satellite phones, solar power and internet will make this framework work in rural areas. Another important component is the willingness of the stakeholders to cooperate and support the project implementation. This paper hopes to contribute to the primary education strategy of developing countries like the Philippines to uplift the lives of their citizens especially in the rural communities.
