Abstract
As human capital is one of the most important elements of productivity in the era of knowledge economy, talent training has become the fundamental work for industries in development. Yet, while promoting the investment of business institutions in the human capital of their employees, it is more important to make efforts in ensuring training quality and performance so as to enhance the willingness and capability of the business institutions to give trainings, and further to upgrade the labors competitiveness. The Bureau of the Employment and Vocational Training, Executive Yuan, laid out the Taiwan TrainQuali System (TTQS), in respect to the stages of training, including plan, design, do, review and outcome, to ensure of the reliability and accuracy of training process.
