  • Abstract
    This paper builds a co-evolution framework to study the interaction and evolution mechanism of Chinese technology policy. Based on the analysis of multiple principal-agent relationships, multiple games among central governments, local governments and enterprises; it shows the co-evolution mechanism of central technology policy, local technology policy and enterprises´ technology strategy. It is the complexity of economic and technological conditions, agent problems, Information asymmetry, and conspiracy between governance agents and enterprises at certain extent under certain environment lead to the feverish interest to technology introduction and FDI, serious absence of absorption, and then mislead Chinese technology policy.
