  • Abstract
    The variance of optimize goal between the users and the system of network under the flat pricing strategy is discussed, a new pricing strategy is applied. The resource occupancy percentage is introduced into the pricing function, and three extents are built to construct different pricing functions based on the resource occupancy percentage. Then the network can adjust pricing function in time, and the pricing strategy can forced the users to adjust occupancy state of network. The strategy ensures that the users and the system achieve the optimized target value at the same time, and also promotes the network´s distribution in reason. Lastly, the pricing strategy is implemented by the accounting manage system
