Abstract :
The systems under consideration are information-decision- action systems in complex organizations. This paper is concerned with the purpose and functioning of action systems in such organizations but excludes organizations, however complex, which exist for spiritual or unmeasurable political objectives. The information-decision element is covered briefly. One of many methods of analyzing the functioning of a organization is known as a mission oriented approach (MOA). The advantage of MOA is that it provides a framework to plan system improvements or new systems in a way which keeps the overriding strategy and major tasks or missions required to support that strategy in mind. In the context of information-decision-action systems in complex organizations MOA can be used to analyze very complicated systems. The structure, by keeping strictly to the performance of an act or series of actions, steers clear of preconceived solutions until all solutions can be considered. This provides a bridge between the strategists, managers, scientists, technologists, operators, analysts and those who provide support
