The author looks at a system dynamics model for the tactics of power source development in the regions where electric power is seriously inadequate. This model can be mainly used to solve a problem that during the period of time (which may be very long) from serious electricity shortage to basical balance between supply and demand of electricity, what strategy should be adopted for power source development. By using this model, the author dynamically emulates various development projects and tests for various policies of electricity charge
