Abstract
With the objective of adding state-of-the-art facilities to the energy management system (EMS), China Light and Power Company (CLP) of Hong Kong is replacing the existing system with a new EMS. In this new EMS, the computer processors are more powerful. Together with enhanced software it will achieve an overall improvement in system capacity and performance. The authors describes the technical considerations and critical issues in the implementation of a `bumpless´ on-line transition from the original EMS to the new EMS, with minimal disruption to the on-going system operations
