Abstract :
This paper attempts to answer to the questions about where to do innovation at country level by dealing with the case of US´ experience (1980-2006), and about in what manner to innovate while needs evolve at firm level by showing the rises and falls in mobile phone industry (1985-2010). In sum, this paper makes sure that innovation should be done mainly in manufacturing rather than in service sector at country level, and innovation strategy modes should be taken according to the needs evolution types based on `Seek Norm & Get-to Norm´ as simple rule of needs-focused innovation.
