Abstract
Managing congestion is essential to maximise carried traffic in a mobile network and in this paper a technique is presented that uses learning to cooperatively change antenna patterns across a cluster of cells, so minimising blocking. Moreover, the technique allows prediction of antenna patterns, leading to more efficient operation as the optimum patterns do not have to be recalculated each time.
