Abstract
It is pointed out that the reliability of handover depends on many aspects of the cellular system, including the handover initiation criteria, handover protocol, and network infrastructure organization. After examining the mechanisms of handover initiation in microcellular environments, the author considers the use of a combined forward and backward handover protocol for a mixed-cell system. Network issues and the choice of mobile controlled or assisted handover are also discussed
