    The understanding that manufacturing is complex and requires scientific principles to produce the required results is beginning to be realised and a large number of software products have appeared which purport to provide the right approach, the best solution. This paper attempts to guide manufacturers to start at first principles and to derive a list of requirements which will need to be addressed by such operational planning tools if they are to be successfully applied in practice
