Abstract :
One of the most repeated causes of projects exceeding their intended delivery date and cost is poor project definition. This is a problem which appears to be only visible with hindsight as few people recognise the potential problems during the definition stage. The author suggests means by which a project engineer/manager may avoid laying the cornerstones for later project problems. The model assumes a project engineer working in the projects division of a large company, with the responsibility of defining the users/operations departments requirements and procuring the facilities to satisfy these requirements
